In the case that Elodie had Julianna arrested and made Ignatius Duke of Ursul: if you decide to take action against Julianna in Week 18 and succeed in killing her, why does this action trigger the epilogue result of Tombula invading Ursul?

If I remember correctly, Julianna had been keeping Tombula at bay with magically-induced earthquakes.

I... had no idea the storms and earthquakes were caused by Julianna. That's a really smart connection! Is this explicitly stated anywhere, or does discovering the connection rely on extrapolating details about Julianna's magic and Tombula's recent attempts at invasion?

I don't think it's actually spelled out anywhere, but it is pretty telling that Tombula finds an opening as soon as Ursul is under non-Lumen control.
Questions to ponder:
1. To what degree does Nova's security depend on magic?
2. How might magic be viewed differently in neighboring countries without a continuous Lumen tradition?
3. What might have sparked Tombula's revolution?
