Be anti-Lumen. Imprison Julianna and leave her there, and never accept your own crystal. Also, talk to your father when possible. There's a more detailed guide on the Event Checklist on the wiki if you're still stuck. It's been a while since I did it, so I can't remember if there are specific stats you need.

A bit of Intrigue in general is needed, but Internal Affairs is the priority because it also lets you know something about Julianna. (I think you can just purely grind Internal Affairs and leave everything else alone? If I remember right the requirements are just below the halfway cap.)

If I recall correctly, you also have to mention something about Lumen artifacts in a conversation with your father.
