Get your Sense Magic up. Also, make sure that Lucille is dead, or that you're planning to Execute her regardless (by hiring the Musician Spy).

Talk to Julianna. You will recruit the High Priestess Selene as a Lumen.

The ringleader for the rebellion is always the same regardless, this I noticed. As such, I believe there's one failsafe way to avoid civil war completely and utterly.

Found what I think might be a bug, here's how it works. At High Meditation, you can unlock a special conversation with Julianna. Unfortunately, this special conversation can occur over and over again each time you see Julianna, and takes priority over any other conversations you might have with her....
