A bit of Intrigue in general is needed, but Internal Affairs is the priority because it also lets you know something about Julianna. (I think you can just purely grind Internal Affairs and leave everything else alone? If I remember right the requirements are just below the halfway cap.)

I've found that unless you can't afford to be Yielding (such as if you need Weapons/Lumen skills immediately or at very high numbers), it's a good safety net to put lessons into Royal Demeanor, especially Composure and/or Presence.
